Wording of question is confusing to me

Does it mean "Could Hillary Clinton beat even one of the Republicans running" or "Could Hillary Clinton beat the Republican candidate no matter which one it is", and if the latter, do we vote yes if we think it's even a possibility, or only if we think it's likely?

can hillary beat any republican, doesn't matter who as long as they are the republican nominee to the presidency, can she beat any republican and become the next president?
