Transparent government in Queens? Not right now.
I don't know how long this will last, but for now it's interesting ... to say the least.
According to the nyc.gov website, the website for the Queens Borough President's office is www.queensbp.org. Try the link -- as I write this, you can't get on, because it's password protected!
I'm sure someone just screwed up some programming, but what a colossal screwup.

Things are getting worse. Not only is the website still messed up, but so is the phone system. I called the BP's office (718-286-3000), and found myself immersed in a Twilight Zone episode.
First, the woman who answered put me on hold and then cut me off.
Next, it took several tries to get back to someone, because I got connected to some weird voicemail system that may or may not have had anything to do with the BP's office.
Once I finally got through again, to the same woman, I told her about the website problem. Her response? She said she couldn't do anything about it. When I started to suggest that she connect me with someone who can, she cut me off again.
Calling back, I got the same
idiotwoman. I told her that she had cut me off, and she denied it. When I asked for her name, she refused to give it (note: I had identified myself twice). She also refused to put me through to anyone, cutting me off again instead.Calling back one more time, I got the general voicemail -- and the voice was the same as the ... creature ... whom I had had the ultimate displeasure to deal with.
311 has no method for getting past this gateway.
As I write this, I'm working on another angle to try to get through to someone in the BP's office and resolve these two problems -- the website and the idiot. I'll let you know if I have any success.
