Let me point out that I always said IF Dahroug's people did it the careful, door to door way his sigs would be more reliable. I always admitted I was going on his campaign's statements on the matter. IF his campaign did not do the process properly, then he definitely needed to gather a couple thousand extra sigs.
Let me reiterate that there are two ways to do the petitioning process: go door to door with a walk list making sure each and every sig is the correct one, or gather 5x more sigs you need in a more scattershot manner hoping that at least 1/5 is valid. Here in Brooklyn the people I know tend to combine the two methods: going door to door and being careful to confirm most sigs, but ALSO getting 3-5x what you actually need. Neither candidate in the Dahroug/Foley primary met the standard I am used to candidates reaching. Dahroug's people claimed they did the first strategy, but seems that may not be the case.
