This is the legacy of term limits
I have very mixed feelings about them. They're quite good for executive jobs, which tend to encourage their holders' megalomaniacal tendencies over time, but I wish the legislative term limits were both longer and more staggered than the City Council's. Watching them all running around hunting for another job reminds me of an anthill that's been kicked, and it ain't pretty. Even from a good government standpoint, there's something to be said for preserving some institutional memory in the interest of procedural competency.
