Phantom Voters? In NY State, incarcerated prisoners (who, pre-prison, largely resided in NYC) are counted for district-setting purposes as residents of the (mostly rural) districts in which NYS prisons are located (but, of course, they don’t actually get to vote). Monday’s NY Times notes that 16 districts get this artificially boosted head-count. Based on a report from the Prison Policy Initiative . Those of us interested fair elections and voting for state legislators should pay special attention.
